The UPD Office for Initiatives in Culture and the Arts (OICA) was established in March 1999 by the UP Board of Regents and is under the UP Diliman Office of the Chancellor. It assumed the functions of the dissolved UP Diliman Committee on Arts and Culture. The transformation of OICA from a committee to an office was spearheaded by Prof. Eufracio C. Abaya, Ph.D. who later became its first director.
Itinatag ang UPD Opisina ng Pagpapasimuno para sa Kultura at mga Sining (OICA) noong Marso 1999 ng UP Lupon ng mga Rehente at nasa pamamahala ito ng UP Diliman Opisina ng Tsanselor. Ginampanan nito ang mga tungkulin ng dating UP Diliman Komite sa Sining at Kultura. Ang transpormasyon ng OICA mula sa isang komite patungong isang opisina ay pinangunahan ni Prop. Eufracio C. Abaya, Ph.D., na naging unang direktor nito.
THE OICA LOGO
ANG LOGO NG OICA
The UPD-OICA tree-of-life logo was conceptualized during the term of Prof. Eufracio C. Abaya, Ph.D. as OICA Director in 2000. It rst appeared as a graphic image in the poster of the UP Diliman Month February 2000 which had the theme “Hitik sa Sining 2000: Pamana at Pagsulong.” The poster was designed by UP College of Fine Arts faculty members Armando B. Burgos and Roberto Eliseo G. Paulino based on the Samal “Tree of Life,” an applique tapestry displayed during festivities in Tawi-Tawi. By February 2001, the image was adopted as the OICA logo in that year’s UP Diliman Month poster with the theme “Hitik sa Sining 2001: Talas-Suri sa Tuwid na Simulain.” The logo was modified during the term of director Ruben D.F. Ang logong punò-ng-búhay ng UPD-OICA ay ikinonseptuwalisa noong panahon ni Prop. Eufracio C. Abaya, Ph.D. bilang Direktor ng OICA noong taong 2000. Unang lumitaw ang imaheng ito sa poster ng Buwan ng UP Diliman noong Pebrero 2000 na may temang “Hitik sa Sining 2000: Pamana at Pagsulong.” Idinisenyo ito nina Armando B. Burgos at Roberto Eliseo G. Paulino, mga guro mula sa UP Kolehiyo ng Sining Biswal (College of Fine Arts), batay sa “Punò ng Búhay” ng mga Samal—isang tapeseriyang may disenyong borda na karaniwang itinatanghal sa mga pista sa Tawi-Tawi. Pagsapit nang Pebrero 2001, pormal na ginamit ang imaheng ito bilang opisyal na logo ng OICA sa poster ng Buwan ng UP Diliman na may temang “Hitik sa Sining 2001: Talas-Suri sa Tuwid na Simulain.” May pagbabagong ginawa sa logo sa panahon ng panunungkulan ni Direktor Ruben D.F. - The need to systematize art and culture programs towards the development of medium- and long-term plans for culture and the arts, in the context of the overall vision and mission of the University.
The UPD-OICA shall aim at making UP Diliman the center for audience and venue development for culture and the arts, and the cultural center for Quezon City. In this regard, it shall establish links with the government of Quezon City to mutually strengthen their respective cultural programs. - The need to institutionalize domestic and international art and cultural linkages.
The UPD-OICA shall enable the University to proactively develop and sustain cultural exchanges as well as promote the University’s dynamic cultural development management programs, informed by the principles of cultural diversity and unity, universal cultural rights and cultural integrity. - The need to rationalize financial support and fund generation.
The UPD-OICA shall enable the University to generate additional funds (i.e. endowment and grants) and thus increase its cultural funds solely derived from student fees. This will contribute to program and project sustainability as well as to the creation of an environment that will encourage initiatives from UP Diliman with respect to cultural preservation, transformation, and other related concerns. - The need for a University-based policy making body on art and cultural development management.
The UPD-OICA shall perform this function in consultation with an advisory group duly constituted by the Chancellor.

- Ang pangangailangan sa sistematisasyon ng mga programa sa sining at kultura tungo sa pagbuo ng medyo-matagalan at pangmatagalang plano para sa kultura at sining, sa konteksto ng pangkalahatang bisyon at misyon ng Unibersidad.
Layunin ng UPD-OICA na maging sentro ang UP Diliman sa pagdevelop ng audience at venue para sa kultura at sining, at maging sentro ng kultura ng Lungsod Quezon. Kaakibat nito, ang pagtatatag ng mga ugnayan sa pamahalaan ng Lungsod Quezon upang magkatuwang na palakasin ang kanilang mga programa sa kultura. - Ang pangangailangan sa institusyonalisasyon ng mga pambansa at pandaigdigang ugnayan sa sining at kultura.
Papayagan ng UPD-OICA ang Unibersidad na aktibong paunlarin at palakasin ang mga pagpapalitan sa kultura gayundin ang isulong ang mga dinamikong programa sa pamamahala ng pagpapaunlad ng kultura ng Unibersidad, na nakasalalay sa mga prinsipyo ng pagkakaiba-iba at pagkakaisa ng kultura, mga unibersal na karapatang pangkultura, at dangal ng kultura. - Ang pangangailangan sa rasyonalisasyon ng suportang pinansiyal at paglikom ng pondo.
Papayagan ng UPD-OICA ang Unibersidad na makalikom ng dagdag na pondo (hal. endowment at mga gawad) sa gayon ay madagdagan ang pondong pangkultura na galing lamang sa student fees. Makikinabang ito sa pagpapanatili ng mga programa at proyekto gayundin sa paglikha ng isang kaligirang naghihikayat ng mga inisyatiba mula sa UP Diliman na may kinalaman sa pangangalaga ng kultura, transpormasyon, at iba pang kaugnay na gawain. - Ang pangangailangan para sa isang Lupong Pampatakaran ng Unibersidad para sa pamamahala sa pagpapaunlad ng sining at kultura.
Gagampanan ng UPD-OICA ang tungkuling ito sa pamamagitan ng konsultasyon sa isang grupong tagapayo na binuo ng Tsanselor.

- To formulate, subject to Chancellor’s approval, policies, and programs on artistic and cultural activities for the UP Diliman campus that are aimed at:
a. Enriching the artistic and cultural experiences of the UP Diliman students, faculty, staff, and residents;
b. Promoting humanistic and nationalistic values among UP Diliman Students and employees as part of their continuing general education;
c. Creating a cultural environment conducive to the full realization by the UP Diliman artists of their potentials; - To organize, coordinate, and/or support various artistic and cultural activities or objects in UP Diliman;
- To promote and support the various artists and artistic groups based in UP Diliman;
- To plan, evaluate, and oversee the development of theaters, museums, sculpture, gardens, art galleries, and other artistic and cultural facilities and infrastructure in the UP Diliman campus; and
- To promote UP Diliman as a major cultural center of the Philippines.

- Magbalangkas, sa pag-aproba ng Tsanselor, ng mga patakaran at programang may kaugnayan sa mga gawain sa sining at kultura para sa UP Diliman na naglalayong:
a. Mapagyaman ang karanasan sa sining at kultura ng mga mag-aaral, guro, kawani, at residente ng UP Diliman;
b. Itaguyod ang mga halagahang makatao at makabayan sa mga mag-aaral at kawani ng UP Diliman bilang bahagi ng kanilang patuloy na pangkalahatang edukasyon;
c. Makalikha ng isang kaligirang pangkultura na nagsusulong ng ganap na paglinang sa kakayahan ng mga artist ng UP Diliman; - Mag-organisa, mag-ugnay, at/o sumuporta sa iba’t ibang gawain sa sining at kultura, o sa mga bagay na may kaugnayan dito, sa loob ng UP Diliman;
- Magtaguyod at sumuporta sa iba’t ibang artist at mga grupong pang-artist na nakabase sa UP Diliman;
- Magplano, magsuri, at mangasiwa sa pagpapaunlad ng mga teatro, museo, eskultura, mga hardin, galeriya ng sining, at iba pang pasilidad at impraestrukturang pansining at pangkultura sa kampus ng UP Diliman; at
- Magtaguyod sa UP Diliman bilang pangunahing sentrong pangkultura ng Pilipinas.
