UP Diliman Visual Arts and Cultural Studies Program (UPD VACSSP)

The UP Diliman Visual Arts and Cultural Studies Scholarship Program (UPD VACSSP) is a scholarship in the form of a tuition waiver (and other fees) or a stipend awarded by the UPD Chancellor through OICA to deserving UPD undergraduate students in the visual arts and in programs related to arts and cultural criticism. It is renewable every academic year.

Tuition Waiver – This is a tuition and other school fees (OSF) waiver and is availed by VACSSP recipients who are not covered by R.A. 10931 Universal Access to Quality Tertiary Education Act or the no tuition policy, or any other tuition waiving grants.

Stipend – This is a semestral allowance of PhP 10,000.00 availed by VACSSP recipients who are covered by R.A. 10931 Universal Access to Quality Tertiary Education Act or the no tuition policy, or who enjoy other tuition waiving grants.

Important: A VACSSP scholar is allowed to choose only one (1) between tuition waiver and stipend.
  1. Undergraduate students under any academic program related to visual arts, and arts and cultural criticism. These programs include, but are not limited to, art studies, comparative literature, language studies or linguistics, creative writing, film studies, theater studies, anthropology, communications and media studies, Philippine cultural studies, and history.

  2. Students who have the potential to be an exemplary artist or scholar as attested to by current or former instructors, a community-based artist, an art scholar, a cultural studies scholar, or an established artist.

  3. The applicant must have been enrolled in at least the minimum number of academic units considered as a regular load for each of the semesters of the previous academic year.

  4. (for new applicants) The student must have a GWA of 2.00 or higher for each of the semesters of the previous academic year.

  5. The applicant must not have a grade of 5.00, unremoved 4.00 or INC in the semesters being considered.
  1. The applicant must submit the following documents:
    • Duly accomplished application form (OICA-VACSSP-Form-No.-1-Application-Form) (Download here) endorsed by the Department Chair or Director and the Dean
    • Cover letter addressed to the UPD Chancellor through the Director of the UPD-OICA
    • True Copy of Grades (TCG) from the preceding semesters certified by the College Secretary of the unit where the applicant is enrolled
    • Two (2) duly accomplished recommendation forms (OICA-VACSSP-Form-No.-4-Recommendation-Form) (Download here) from a faculty, artist, cultural worker or arts and humanities scholar. One of the recommendation letters must be accomplished by a faculty member from the student's program. The form will be submitted by the referee directly to UPD-OICA using the link: https://bit.ly/UPDVACSSPRecommendations
    • Portfolio containing 5 to 15 creative or research work (e.g. papers, audio, video, images, etc.)
    • Signed Data Privacy Consent Form (OICA-VACSSP-Form-No.3-Consent-Form). (Download here)
  1. Electronic signatures on the application documents and recommendation form shall be accepted.

  2. All requirements (except for the recommendation forms) shall be submitted by uploading them to this link https://bit.ly/UPDVACSSPApplications on or before the designated deadline. A confirmation email shall be sent by the Program Coordinator upon receipt.

  3. Applications submitted beyond the prescribed deadline will not be accepted.
  1. The UPD Chancellor through the OICA Director shall constitute a steering committee to evaluate the applications for the scholarship.

  2. The steering committee shall submit a list of recommended scholars to the OICA Advisory Board.

  3. The OICA Advisory Board shall evaluate the recommended scholars of the steering committee in order to endorse a final list to the UPD Chancellor for approval.

  4. OICA will post the list of successful applicants on its official website and Facebook page and all applicants will be notified of the status of their application through email.
All VACSSP applicants will be informed of the screening results via email. Those who qualify for the VACSSP shall be instructed on the following availment process:

TUITION WAIVER

Qualified scholars availing of the tuition waiver must submit the following requirements via email to vacssp_oica.upd@up.edu.ph on or before the designated deadline:

  1. Duly accomplish Certification of Scholarship form (OICA-VACSSP-Form-No.2-Certification-of-Scholarship) (Download here)
  2. A copy of their Form 5A before assessment.
Once verified and signed by OICA, the scholarship form will be emailed to the Office of the University Registrar (OUR) who will tag the VACSSP scholar for special assessment.  A copy shall also be given to the scholar. The scholar may now proceed to complete his/her enrollment.

STIPEND

Scholars availing of the stipend can go through the regular enrollment process. After completion of enrollment, they must submit the following requirements to OICA via email vacssp_oica.upd@up.edu.ph on or before the designated deadline.

  1. Copy of Form 5
  2. Clear photo of Landbank ATM card
Note: Due to the COVID-19 pandemic, the UPD Cash Office, which releases the VACSSP stipend, no longer disburses payables through checks. In this regard, scholars are now required to open a Landbank account to receive their stipend. 

For those who do not have a Landbank account, they may proceed with the online application through the Landbank website.

After the online application, the applicant will have to go to the bank just once for the signing and submission of the required documents and finalization of the application. Minimum initial deposit is Php 500.00.

Applicants may also opt for a fully-online application for a digital account through the Landbank Mobile Banking App which they can later upgrade to a regular Landbank Visa Debit Card.

After submission of the above requirements, OICA will proceed with the processing of voucher for stipend payment. The scholars will be notified via email once the payment has been deposited to their respective Landbank accounts.
  1. The scholarship is renewable every academic year upon submission of requirements. The renewal follows the same procedure as a new application except that a recommendation letter is no longer needed for reapplication.

  2. For reapplication, the scholar must have:
    • Must have a GWA of 2.25 or higher for each of the semesters of the previous academic year; and
    • A progress report as a student in visual arts and cultural studies
  1. A scholar who fails to be renewed may apply again in the succeeding academic year.

  2. A recipient is barred from reapplying for one academic year if he/she:
    • Receives a grade of 5.0; and
    • Receives a GWA lower than 2.25
  1. UPD-VACSSP Scholars covered by RA 10931 Universal Access to Quality Tertiary Education or the no tuition policy may no longer apply for the tuition waiver but shall remain eligible for the stipend.

UP Diliman Honorific Award for Student Performing Arts Group (UPD HASPAG)

The UP Diliman Honorific Award for Student Performing Arts Group (UPD HASPAG) is an awards system under the Artist Support Program of the UPD Office for Initiatives in Culture and the Arts (UPD-OICA). The award is an honorific appointment attained through the endorsements of the OICA Advisory Board and the UPD Chancellor and approval by the Board of Regents (BOR). It aims to further uplift the welfare of student artists and performing arts groups and to give recognition to their role in the academic, cultural, and artistic life of UPD.

As an incentive program for UP Diliman cultural performing groups and student artists, HASPAG gives qualified groups the honorific title “Official Student Performing Arts Group of UP Diliman (OSPAG).” The OSPAG holds the appointment for three years and enjoys an annual creative grant of PhP250,000.00 to be used for the group’s special projects and productions. Student members of an OSPAG are included in the Office of the University Registrar’s priority list for registration and are eligible to apply to the Performing Arts Scholarship Program (PASP) of UPD-OICA.

The Honorific Award for Student Performing Arts Group of the University of the Philippines Diliman is an honorific appointment attained through the endorsements of the OICA Advisory Council and the UPD Chancellor and approval by the BOR. The appointment period of the award is three (3) years. It grants the recipient:

  1. The right to use the title “Official Student Performing Arts Group (OSPAG)” in public events and pronouncements
  1. A monetary award of Two Hundred Fifty Thousand Pesos (Php. 250,000.00) financial subsidy, following government terms, per academic year, to produce relevant project for each academic year of the award
  1. All student members of an OSPAG are included in the Office of the University Registrar’s priority list for enrollment
  1. Student members of an OSPAG are eligible to apply to the Performing Arts Scholarship Program (PASP) of UPD-OICA.
  1. UP Diliman Student Organizations who are PERFORMING ARTS GROUPS whose endeavors contribute to the performing arts, culture, and tradition of UPD; “Performing arts” include but are not limited to theater, choir, folk and ethnic dance, performance art, orchestra, ethnic music and instrumental music.

  2. The organization is active and officially recognized/accredited as a resident student organization by the college dean (if college-based) or by the OVCSA/OSPA (if university-based) for at least three years.

  3. At least 80% of the members of the organization are bona fide UPD students. Bona fide students are those enrolled in at least the minimum number of academic units considered as a regular load in a semester.

  4. The organization has an artistic director who oversees the artistic mandate.

  5. The organization is guided by a faculty adviser who is a member of the UP Diliman faculty.

  6. Both the organization’s artistic director and the faculty adviser are practitioners of the performing arts with which the organization is identified.

  7. Applicant organizations who submit all required documents and comply with the application guidelines
1. FOLLOW THE UPD-OICA FACEBOOK PAGE AND WAIT FOR THE ANNOUNCEMENT/CALL FOR APPLICATION
  • The call for application shall be disseminated via Facebook announcement and thru email to the OVCSA, all colleges, and UPD student performing groups.
2. SUBMISSION OF APPLICATION VIA EMAIL (GOOGLE DRIVE)
  • Submission of the following documents:
    a. Cover letter addressed to the Chancellor of UP Diliman through Channels, signed by the Faculty Adviser
    b. Duly accomplished OICA-HASPAG-Forms-No.-1-5-Application-Forms (Download here)
    c. Only the organization’s output in the last three (3) years prior to the application should be included in the HASPAG Forms
    d. All declarations in the HASPAG Forms must be accompanied by documentary proofs (such as production reports, souvenir programs, certificates, photos, posters, videos, copy of citations/reviews, etc.)
    e. Updated Curriculum Vitae of Faculty Adviser
    f. Updated Curriculum Vitae of Artistic Director
  • All application documents should be uploaded to a Google drive to be provided for by the Program Coordinator on or before the designated deadline. For the link, kindly contact the program coordinator via email: haspag_pasp_oica.upd@up.edu.ph.
  • Electronic signatures on the application documents and recommendation form shall be accepted.
  • The faculty adviser is requested to notify UPD-OICA through haspag_pasp_oica.upd@up.edu.ph that all applications have been submitted.
  • A confirmation email shall be sent by the Program Coordinator upon verification.
  • Access of the HASPAG applicants to the Google drive folders shall be denied after the deadline.
  • Please submit necessary supporting documents. Incomplete documents will not be evaluated.

The organization must be endorsed by the college dean (for college-based organizations) or the Vice Chancellor for Student Affairs (for university-based organizations). The organization’s output for the last three years prior to the application shall be considered for the evaluation of the application. Evaluation shall use a rating system and shall be done by a screening committee composed of faculty members who are deemed experts in their fields and appointed by the UPD Chancellor. The conferment of the honorific title is based on:

1. FIRST LEVEL SCREENING
  • Evaluates the artistic merits and productivity of the organization for the last three (3) years prior to the application, which include, but are not limited to: a) Active engagement of the group in the performance arena (e.g. participation in institutional events of the college or the University); b) Performances of high artistic quality; c) Representation of the college or the University in national and international festivals or competitions; d) Local, national, and international recognitions; and e) Citations and awards received
2. SECOND LEVEL SCREENING
  • A review of the group’s track record governed by the criteria: aesthetic innovation; adherence to the University’s mission and vision of honor and excellence; and transmission of artistic knowledge.
Those who are able to make the cut are recommended by the OICA Advisory Board to the UPD Chancellor and the BOR for final approval. Upon the directive of the UPD Chancellor, OICA holds a conferment ceremony for the HASPAG awardees.
  1. The recognized/accredited organization must maintain its status as a recognized/accredited resident student organization of the college or the University. If the organization loses its accreditation within the appointment period, the honorific award is terminated. The monetary award is likewise terminated. 

  2. The monetary award/subsidy is awarded yearly for the duration of the 3-year appointment period. However, each tranche shall only be released after the group has submitted a project proposal to OICA signed by the artistic director and endorsed by the faculty adviser.

  3. Since this is a special award, the organization awarded under the HASPAG will no longer be considered for the regular OICA grant. 

  4. Only those conferred with the title “Official Student Performing Arts Group of UP Diliman” shall be considered for the UPD Performing Arts Scholarship Program (PASP).

  5. Return Service to the University 
The awarded organizations are expected to stage two (2) to four (4) performances in institutional events of the college and/or the University during the period of appointment. The following are some of the institutional events in UP Diliman where the awarded organizations are expected to actively participate:   

  • Freshie Welcome Assembly 
  • Anniversaries of Colleges 
  • UP Foundation Day Celebration 
  • UP Diliman Arts and Culture Festival
  • Linggo ng Parangal
  • UPD Christmas Program
  • Performances outside the campus wherein the group represents the University (including extension services of their college)

UP Diliman Performing Arts Scholarship Program (UPD PASP)

The UP Diliman Performing Arts Scholarship Program (UPD PASP) is a scholarship in the form of a tuition waiver or stipend awarded by the UPD Chancellor to deserving undergraduate student-performers who are members of an Official Student Performing Arts Group of UP Diliman (OSPAG). The scholarship is also an honorific award with the title UPD Performing Arts Scholar. It takes effect during the school year following the time of application. It is renewable every year until the last year of appointment of the recipient’s organization as an Official Student Performing Arts Group of UP Diliman.

  1. Honorific title of “UPD Performing Arts Scholar”
  2. Priority CRS enlistment
  3. Conferment of certificate and token during Parangal sa Mag-aaral
  4. Choice of: Tuition Waiver or Stipend
Tuition Waiver – This is a tuition and other school fees (OSF) waiver and is availed by PASP recipients who are not covered by R.A. 10931 Universal Access to Quality Tertiary Education Act or the no tuition policy, or any other tuition waiving grants.

  1. The applicant is an active member of the organization, conferred with the title Official Student Performing Arts Group of UP Diliman, for at least two consecutive semesters.

  2. The applicant has played important roles in the organization’s production(s) either as a performer or a member of the artistic or production team.

  3. The applicant is enrolled in at least the minimum number of academic units considered as a regular load during the application period.

  4. The applicant has a General Weighted Average (GWA) not lower than 2.00 during the credited two (2) semesters prior to application. However, for the reapplication, the scholar must have maintained a GWA of 2.25 or better.

  5. The applicant shall submit all required documents and comply with the application guidelines.
  1. The applicant must submit the following documents to the group's faculty adviser:
    • Duly accomplished application form of List of Performances certified by the artistic director and noted by the faculty adviser (OICA-PASP-Form-No.-1A-List-of-Performances-Form) (Download here)
    • True Copy of Grades (TCG) from the preceding academic year certified by the College Secretary of the unit where the applicant is enrolled

  1. The faculty adviser shall accomplish the submission form and upload the following documents:
    • Cover letter addressed to the UPD Chancellor through the UPD-OICA Director with file name: GROUP NAME - Cover Letter
    • Duly accomplished OICA-PASP-Form-No.-1-Recommendation-Form (Download here) certified by the Faculty Adviser and the College Dean (if college-based) or the Vice Chancellor for Student Affairs (if university-based), with file name: GROUP NAME - Recommendation Form
    • Each applicant's Form No. 1A List of Performances with file name: APPLICANT'S LAST NAME - List of Performances
    • Each applicant's Form No. 2 Data Privacy Consent Form with file name: APPLICANT'S LAST NAME - Consent Form

  1. Electronic signatures on the application documents and recommendation form shall be accepted.
  1. A confirmation email shall be sent by the Program Coordinator upon receipt of submissions.
  1. No application will be accepted beyond the set deadline.
  1. Screening of applications by the Faculty Adviser and Artistic Director of the Official Student Performing Group of UP Diliman
    • The faculty adviser and artistic director screens the application of their members.
    • The faculty adviser forwards to OICA the list of members who are eligible to receive the scholarship based on the BOR approved guidelines, together with all required application forms and other supporting documents.
  1. Screening by the Program Coordinator
    • The Program Coordinator of OICA shall check and evaluate all applications and supporting documents endorsed by the faculty adviser based on the BOR approved guidelines.
    • The Program Coordinator of OICA shall endorse the list of qualified PASP applicants to the OICA Director for approval and endorsement to the OICA Advisory Board.
  1. Screening by the OICA Director and the OICA Advisory Board
    • The OICA Director and the OICA Advisory Board recommend the list of qualified applicants to the Chancellor for approval.
    • The Program Coordinator of OICA shall endorse the list of qualified PASP applicants to the OICA Director for approval and endorsement to the OICA Advisory Board.
  1. Approval of the Chancellor
    • The Chancellor approves the list.
    • The Program Coordinator of OICA submits the approved list to the Office of the University Registrar for tagging (for priority enlistment and special assessment during enrollment).
All PASP applicants will be informed of the screening results via email. Those who qualify for the PASP shall be instructed on the following availment process:

TUITION WAIVER

  2. The UPD Performing Arts Scholar must continue their active membership in the group for the duration of the semester for which he/she was granted the scholarship.

  3. A scholar who becomes inactive during the semester concerned, as reported by the artistic director/faculty adviser, will be required to pay his/her tuition fee or stipend.

  4. A recipient is barred from reapplying for two (2) consecutive semesters if he/she:
    • Becomes an inactive member of the organization;
    • Receives a grade of 5.0; and
    • Receives a GWA lower than 2.25
  1. UPD Performing Arts Scholars covered by RA 10931 Universal Access to Quality Tertiary Education or the no tuition policy may no longer apply for the tuition waiver but shall remain eligible for the stipend.

OICA Grants Program

It is a financial assistance program given to UP Diliman units and organizations for projects and programs relating to the broad field of culture and arts. These include but are not limited to cultural and artistic productions, exhibitions, educational workshops, and other artist-support programs. Grants take the form of partial subsidy and shall not exceed the total project cost.

1. Eligible applicants:

    a. Officially recognized student organizations in UP Diliman
    b. Performing groups in UP Diliman
    c. Academic units of UP Diliman
    d. Administrative, academic and non-teaching associations in UP Diliman
    e. Service units and offices in UP Diliman

    Note: Individuals or unrecognized groups are NOT eligible to apply.

2. Only student organizations/units with NO pending obligations (unsettled grants, unsubmitted accomplishment reports) may apply for a grant;

3. Only ONE GRANT per student organization/unit is allowed PER SEMESTER;

4. The PROPONENT of the project should have a legal personality and should be affiliated with the student organization as its faculty adviser or with the unit as its unit head/dean/director ;

5. The proposal should be for an activity or project that can be under any of the following UPD-OICA Programs: Artist Support Program, Audience Development Program, Venue Development Program, and Cultural Exchange Program.

6.    Proposals for fund-raising projects, organization membership inductions/parties and academic requirements are not allowed;

7.    Projects should be in line with the UPD-OICA Research and Extension Agenda: 2024-2026;

8.    The proposed project/activity should not be a duplication of any existing completed project; if at all related, it must complement the existing or completed project;

9.   Grants shall take the form of partial subsidy and shall not exceed the total project cost. UPD-OICA is not expected to bear the full cost of the activity/project. (Note: It is expected that the proposed project can be co-financed by the organizers through their own funds or from other sources, UPD-OICA shall not be expected to bear the full cost of the activity/project);

10.    The proponent of the project should NOT request support from other funding institutions FOR THE SAME ITEMS requested for funding from UPD-OICA;

11.     As much as possible projects (e.g. performances, exhibits, film showing and the like) shall be offered free to UPD students.

IMPORTANT: ONLY APPLICATIONS WITH COMPLETE REQUIREMENTS WILL BE FORWARDED TO THE UPD-OICA ADVISORY BOARD FOR EVALUATION AND APPROVAL.

  2. A brief profile of the organization/unit;

  3. (for student organizations) Copy of organization's valid certificate of recognition/registration issued by:
    - Office of the Vice Chancellor for Student Affairs (OVCSA) for university-based organizations
    - Office of the Dean for college-based organizations

  1. Submit the requirements through the OICA Grants Submission Portal. Proponents and project coordinators will receive a notification within two (2) working days if their application was received in good order.
  1. Project proponents will be informed by e-mail of the result of their application within sixty (60) days after the submission deadline of the current cycle.

OICA Program Logos

The UPD-OICA Program logos were envisioned to be flowers that grow from the “tree of life” that the office’s logo resembles. Inspired by how flowers play a key role in ensuring the persistence and development of plant life through time, the logos act as metaphors to how the programs they represent aspire to nurture and support the artist-scholars of UP Diliman.

The UPD-OICA Grants logo takes off from the likeness of the petals of santan (Ixora coccinea). With the petals arranged in the form of a parol or lantern, the logo was made to tread multiple meanings: warmth, illumination, guide, and gift. It is adorned with a yellow stroke, a stylized lowercase letter ‘g’, which acts as the stem of the flower.
Featuring a lotus flower (Nelumbo nucifera), the logo of the UPD HASPAG and UPD PASP programs represents creativity, because of the flower’s associations with enlightened beauty, rebirth, and transformation. The growth of the scholars and the enhancement of their skills are hinted at by the varying hues of the flower.
Formed with the trumpet-like shape of a yellow bell (Allamanda cathartica) or kampanilya, the UPD-VACSSP logo alludes to how art acts as an instrument to resound or echo advocacies and to amplify voices that speak about issues in society. The breadth of skill in commanding visual form is hinted by the use of the primary colors red, yellow, and blue, which, if mixed together, can produce any color in the spectrum.
The general shape of the UPD CCTGACH logo was derived from the gumamela (Hibiscus rosa-sinensis) or tropical hibiscus, with its petals spread out to resemble the pages of an open book. Punctuated with a red plume and a human figure, the logo was made to symbolize research as an endeavor in the fields of arts, culture, and the humanities.
