Ano ang OICA?



The Office for Initiatives in Culture and the Arts (OICA) seeks to advance UP Diliman (UPD) to the forefront of artistic and cultural engagement in the country by providing its artists, cultural workers, and scholars with rich and varied spaces and opportunities to realize their full potentials while enriching the artistic and cultural experience of the UPD community and beyond.

Ang Opisina para sa Pagpapasimuno sa Kultura at mga Sining (OICA) ay naglalayong isulong ang UP Diliman (UPD) bilang tagapanguna sa pakikilahok sa sining at kultura sa bansa sa pamamagitan ng pagbibigay sa mga artist, manggagawang pangkultura, at mga iskolar, ng iba’t ibang espasyo at pagkakataon upang maisakatuparan ang kanilang buong potensiyal habang pinagyayaman ang karanasan sa sining at kultura sa loob at labas ng komunidad ng UPD.


OICA was created by the UP Board of Regents in March 1999 to formulate policies, guidelines, plans and programs on artistic and cultural activities for UPD.

Itinatag ang OICA ng UP Lupon ng mga Rehente noong Marso 1999 upang bumuo ng mga patakaran, panuntunan, plano, at programa hinggil sa mga gawain sa sining at kultura para sa UP Diliman (UPD).

As such, it is envisioned to systematize programs towards the development of medium- and long-term plans for culture and the arts, in the context of UPD’s mission and vision. It is likewise tasked to create and sustain domestic and international art and linkages and generate additional funds to sustain its programs.

Sa ganito, layunin ng OICA na maisaayos ang mga programa patungo sa pagbuo ng mga medyo matagalan at pangmatagalang plano para sa kultura at sining, alinsunod sa misyon at bisyon ng UPD. Kabilang din sa mga tungkulin nito ang paglikha at pagpapanatili ng mga ugnayang pansining sa loob at labas ng bansa, pati na rin ang paglikom ng dagdag na pondo para sa pagpapatuloy ng mga programa nito.

The Office has five major functions.

May limang pangunahing tungkulin ang Opisina:

The first is to formulate policies and programs on artistic and cultural activities for the UPD campus that will enrich the experiences of the UPD academic community, at the same time promoting humanistic and nationalistic values and creating an environment conducive to the full realization of the artists’ potentials.

Ang una ay bumuo ng mga patakaran at programa para sa mga gawain sa sining at kultura para sa kampus ng UPD na magpapayaman sa karanasan ng akademikong komunidad nito, habang pinauunlad ang mga makatao at makabayang halagahan at lumilikha ng kaligirang angkop sa ganap na pag-unlad ng mga potensiyal ng mga artist.

The second function is to organize, coordinate and/or support various artistic and cultural activities and programs at UPD in theater, music, cinema, visual arts, and other art forms; the third is to promote and support the various artists and artistic groups and the fourth is to plan and oversee the development of cultural facilities and infrastructure on campus.

Ikalawang tungkulin nito ang mag-organisa, makipag-ugnay, at/o sumuporta sa iba’t ibang gawain at programa sa sining at kultura sa UPD sa larang ng teatro, musika, pelikula, sining biswal, at iba pang uri ng sining; ikatlo ang magtaguyod at sumuporta sa iba’t ibang indibidwal at grupo ng artista; at ikaapat ang magplano at mangasiwa sa pagpapaunlad ng mga pasilidad at imprastruktura ng kultura sa kampus.

Its final function is to promote UPD as a major cultural center in the Philippines.

Higit sa lahat, pinakatungkulin nito ang maitaguyod ang UPD bilang pangunahing sentrong pangkultura sa Pilipinas.





To do this, OICA has four key programs, namely: Artist Support, Audience Development, Venue Development, and Cultural Exchange. These programs provide nancial and technical support to artists and art groups, as well as artistic and cultural initiatives of units and organizations. OICA has also proactively developed and implemented its own projects to further enhance the initiatives from various sectors of the University.

Upang maisakatuparan ito, ang OICA ay may apat na pangunahing programa: Suporta sa Artista, Pagdevelop ng Audience, Pagdevelop ng Venue, at Palitang Pangkultura. Ang mga programang ito ay nagbibigay ng suportang pinansiyal at teknikal sa mga artist, grupong pansining, at mga inisyatiba ng mga yunit at organisasyon. Aktibo ring bumubuo at nagpapatupad ang OICA ng mga sariling proyekto upang higit pang mapalakas ang mga inisyatiba mula sa iba’t ibang sektor ng Unibersidad.

An annual celebration of the Campus, spearheaded by the UPD Office of the Chancellor through the UPD Office for Initiatives in Culture and the Arts (UPD-OICA)

Taunang pagdiriwang ng Kampus, pinangungunahan ng UPD Opisina ng Tsanselor sa pamamagitan ng UPD Opisina para sa Pagpapasimuno sa Kultura at mga Sining (UPD-OICA)

Across its sprawling campus, the University of the Philippines Diliman has various kinds of cultural facilities. Cultural facilities are historically and culturally significant spaces in the University that are used for artistic and cultural activities.

Sa kabuoang lawak ng kampus nito, matatagpuan sa Unibersidad ng Pilipinas Diliman ang iba’t ibang uri ng pasilidad pangkultura. Ang mga ito ay may kabuluhang pangkasaysayan at pangkultura sa Unibersidad, at nagsisilbing espasyo para sa mga programa sa sining at kultura.

Tugon at Tindig ng Sining

Noong 21 Setyembre 2022, ginunita ang ika-50 anibersaryo ng pagsasailalim ng Pilipinas sa Batas Militar ng rehimeng Marcos. Ang pagbabalik-tanaw sa madilim na yugto ng ating kasaysayan ay lubhang kinakailangan sa kasalukuyan dahil na rin sa mga banta sa kalayaan, lalo na sa prinsipyo ng academic freedom. Dahil dito, nagdaraos ng mga aktibidad ang Unibersidad ng Pilipinas Diliman na gumunita sa panahon na ito at ang mga naging tugon ng mga iskolar-artista ng bayan sa mga hamon sa kalayaan at pamumuhay.

OICA offers a listing/database of creative and research works and links to online webinars, digital publications, and conference papers as additional teaching and learning resources for faculty, students, and researchers.

Bilang bahagi ng misyon nitong itaguyod at linangin ang mapanuring edukasyon at pagpapahalaga sa kultura at sining, nagkakaloob ang OICA ng talaan o database ng mga malikhaing akda at gawaing pananaliksik ng mga artist, iskolar, at opisyal na grupong tagapagtanghal ng UPD; gayundin ng mga link sa mga online webinar, publikasyong dihital, at mga papel sa kumperensiya bilang karagdagang sanggunian sa pagkatuto para sa mga guro, mag-aaral, at mananaliksik.
